Placing a figure on how much red tape actually costs businesses really brings home the size of the burden. Research by the Forum of Private Business reveals that complying with regulation costs small businesses in the UK a staggering £12bn a year and that business owners/managers devote an average 37 hours per month to keeping up-to-date with paperwork relating to legislation - when does anyone in this industry find time to cut hair?

Research by the Forum of Private Business reveals that complying with regulation costs small businesses in the UK a staggering £12bn a year and that business owners/managers devote an average 37 hours per month to keeping up-to-date with paperwork relating to legislation - when does anyone in this industry find time to cut hair?

In light of the ever-growing legislative mountain, the FPB is calling for a freeze in new business legislation to allow the government to re-asses the situation and properly explore just how much red tape is being passed on to the already beleaguered business sector.

With the pre-budget report scheduled for 9 December, the FPB is lobbying government to ease regulation on small businesses, but first it needs to conduct a thorough review, says the organisation.

Said The FPB's policy representative, Matt Goodman pre-election would be the perfect time to launch the first comprehensive regulatory review. "The government must ensure that regulations are proportionate to their aim," said Goodman. "We want departments to get to grips with all the various aspects of the regulatory burden on business and a comprehensive regulatory review would provide just that sort of understanding."

Beleaguered by Bureaucracy
The National Hairdressers' Federation secretary general, Eileen Lawson supports any move to reduce the red tape burden.

Said Eileen: "We know about the unacceptable burden of bureaucracy based on what our members say and experience primarily with regard to employment law but also health and safety and wages legislation. We know this from the number of calls our members have made to both us and our Legal Lifeline asking for help. We deal with more than 50,000 calls a year on these subjects.

"The NMW, which I discussed with the Scottish Affairs Select Committee this summer, is an example of how complexity means it is easy for people to inadvertently get it wrong. We want all statutes written in such as way that it is easy for employers to get right. This is what I have always promoted to the Low Pay Commission when it has been considering the NMW regulations and, in particular, how these are applied to apprenticeships.

"The majority of employment law is written as if everybody has professionals and layers of management at their disposal to handle the multiple levels of procedure and appeal. This does not exist in micro and small businesses."

What are you thoughts on the whole red tape issue. Leave a comment here or join in the debate on the Forums.

As well as competitors from more than 60 countries fighting it out for the titles of Young Talent and Color Category, the event saw the unveiling of the Trend Vision trends for 2010 with a series of stunning shows.

The new trends were Techno Poetry, a minimalist look that was presented by Sassoon Academy; the dark and mysterious Midnight Stage as interpreted by Kenzhou&Awei; the beautifully pure Nature Goddesses, which was created by BundyBundy; and Nomad Couture, a colourful look demonstrated Nick Arrojo.

The audience was then invited to see each team working up close and personal on their models, to give them a better insight into the intricate colour work and beautiful styling.

The competitors, however, were hard at work backstage recreating the look that had won them the Trend Vision Award in their own country and trying to impress the panel of international judges that included Wella Professionals global creative directors, session stylist Eugene Souleiman and colour guru Josh Wood from realhair, London.

Having completed the technical work it was time for the competitors to take to the catwalk to present their models, and seek the approval of the international audience who would also be voting for their favourite looks

The day was full of anticipation as asymmetric, colourful and creative styles were showcased, including a beautiful blonde bob by Angelo Vallillo representing Zullo & Holland, who was competing for the UK in the Young Talent category; and Lindsay Grossman from HOB Salons, who was hoping to win the Color Category with her interpretation of the Virtual Life trend.

These rising stars in British hairdressing performed brilliantly and did the UK proud, with expertly executed colour and cuts.

As the hairdressers departed Tempelhof to prepare for the night's celebrations, the venue was transformed to allow for the spectacular that was about to follow. The Parade of Nations, which saw all the competitors and their models waving their international flags, was greeted with enthusiasm and emotion as each country applauded and supported their competitor.

Hosted brilliantly by the exuberant Patrick Cameron, the atmosphere was electric as the time came to announce the results and the Gold winners were named as Intercoiffure Thoma from Germany for the Young Talent award, while The Zoo Hair Salon from Ireland scooped Gold for the Color Category with their interpretation of the Intersexion trend, a razor-sharp graphic crop that was also feminine and wearable.

As ticker tape fell to the ground, the party was just beginning as chart topper Sophie Ellis Bextor took to the stage and the international audience joined her on the dancefloor.

The colour adds an extra dimension to her look, giving it a sophisticated, golden glow.

Earlier this year, Rihanna sported her high hair along with some edgy blonde streaks that contrasted her black hair. She teamed this do with street savvy styling that made her look super-slick and urban cool.

Moving forward with the style, and her image, Rihanna has now opted for this softer golden tone. Wearing flowing evening gowns and high fashion frocks, she's transformed her look to one of a demure lady rather than a fly girl.

Andy Smith, John Carne Hairdressing, Guildford thinks that Rihanna's new look works well. "Rihanna's rich new honey caramel colour is softer than her signature jet black look and it's surprisingly successful."

Since her success with the infectious 'Umbrella,' Rihanna's fame has grown and grown.

She's cleverly updated her look every few months and this new style screams sophistication for a singer who wants to be taken seriously.

Says Andy: "Worn in a side-sweeping crop, the style and colour looks expensive and sophisticated and is a perfect match for her glamorous dresses."

Despite the glamour that this new style evokes, the height of the do shows that Rihanna is still a rebel at heart who knows how to play the lady.

It's always an occasion when Anthony Mascolo comes to town, and the crowd attending the London leg of the Rockaholic Tour gave the TIGI international creative director a fittingly rapturous welcome.

Kicking off the evening, held in the historic Whitehall Banqueting House, was a catwalk show, featuring hair that was mainly short, highly textured with matte finishes created using products from the Rockaholic range. The essence of Punk Rock was intensified by the presence, and sound, of up-and-coming band, Fangs who played live as the models strutted up and down the catwalk.

The essence of Punk Rock was intensified by the presence, and sound, of up-and-coming band, FANGS who played live as the models strutted up and down the catwalk.

As he prepared a Rockaholic look on stage, Anthony talked about the huge influence music was having on hair, particularly among younger clients. "The trend for the last few years has been for softer looking styles, but now people are having all their hair cut off again."

Showing that he's very much a team player, Anthony also invited the TIGI creative team onto the stage, led by European creative director, Nick Irwin. Nick described Rockaholic as "Bedhead on steroids" and "a range for people who are not afraid to use products." Rockaholic was about multi-textured, multi-layered looks, said Nick.

The team demonstrated cutting and colour techniques creating an array of looks using products from across the TIGI portfolio - including Rockaholic.

Anthony stressed, that although the Rockaholc look was about expressing individuality, established techniques were at its foundation. "Once you have the basic techniques right you can add your own creativity."

It wasn't all about Rockaholic, another highlight of the evening saw models dressed in clothes from inspirational young designer, Christopher Kane and complementary hair looks created using products from the Catwalk range.

There was still texture in abundance, but the emphasis was on height, volume and glamour. The show epitomised the close relationship between hair and fashion. As Anthony put it: "We are hair creators but fashion interpreters."

The climax of the show was a fantasy section, featuring avant garde hair and fashions created from recycled materials.

The show was the perfect platform to showcase the skills of Anthony and the TIGI creative team, while showing the versatility of modern styling products and professional colour.

"The team and I flew out to Riccione in Italy to present a hair fashion show to an incredible 1500-strong audience.

"Taking place at the impressive Palazzo dei Congressi di Riccione, Christel Lundqvist, Darren Bain and I worked with strong disconnections, undercutting and blended clean lines with textured areas for a cutting edge finish.

"Cuts were complemented by a bold and bright colour palette, that ranged from biscuit and peach blonde tones through to vibrant reds.

"After styling the 16 models for a 90 minute show, we enjoyed an evening of glitz and glamour with a gourmet meal, an after party and entertainment by the Italian X Factor finalists.

"The end of the month saw us invited to Mexico, where we presented at the Expo Beauty Show, the biggest international hair and beauty show in South America.

"Myself, Christel and Claire Dawson put together an exclusive collection on behalf of BaByliss, giving the audience an insight into our Autumn/Winter 09 collection.

"The first day at the exhibition saw us work with a mixture of long and short hair, brought to life with a strong and vibrant colour palette incorporating dark tobaccos browns with fuschia tones and champagne blondes with rose hues.

"The following day we continued our A/W 09 theme in a more intimate three-hour long seminar, sharing HOB Salons' cut and colouring techniques and hairdressing philosophies with the awaiting audience."

What: Photographic Shoot
Where: HOB Salons, Camden
When: 15th October 2009
Why: "This month I was requested to mentor a photo shoot for the 2009 Australian F.A.M.E. Team, who flew over from down under for the shoot.

"The team members are selected annually to promote a new generation of bright young hairdressers in the industry, so it was a privilege to be called upon to direct them with their models.

"Before the shoot, the F.A.M.E Team members spent a prep day with Christel and Claire where they got their models ready for the shoot and look at the cuts they would be working with and finalising the colour palettes.

"The shoot, which I directed alongside renowned Australian photographer David Mannah, centred around on-trend 80's inspired cuts and colours.

"The short and long looks saw us work with strong lines, precision cuts and were complimented with a bold colour palette ranging from ice whites through to muted browns.

"Being able to teach and guide those coming through the industry is a big passion of mine and the day proved to be a great success with some beautiful imagery created. The 2009 Australian F.A.M.E Team were a group of talented individuals and an absolute pleasure to work with so the day proved really rewarding."

What: Salon International 2009
Where: Excel, Docklands
When: 17th October - 18th October
Why: "The biggest weekend in the hairdressing calendar, Salon International always sees hairdressers from around the globe come together to celebrate everything there is in the industry and it's great to be part of it.

"On Sunday 17th October, Christel and I presented two models on the Fellowship for British Hairdressing stage working with HOB's fundamental techniques and showcasing the cutting and colouring work we are renowned for.

"The first model sported a sleek, slimline silhouette, while model two worked with an 80s inspired heavily curled and textured style to reflect this season's hair trends.

"The exhibition also provided the chance to visit the photographic gallery and see the finalists' collections in HJ's British Hairdressing Awards 2009. As a nominee in the British Hairdresser of the Year Award, this was my first opportunity to view the other nominees collections.

"HOB Salons are short-listed in a total of four other categories at this prestigious event - London Hairdresser of the Year, Schwarzkopf Professional British Colour Technician of the Year and Artistic Team of the Year - so it is set to be an exciting night!

"Having viewed all the competitors in the various categories I feel very proud of my team and their photographic collections. All in all a great weekend and very busy month - now it's fingers crossed for the big awards night!"
